I'd guess aggressive marketing in getting their name known. Question is, is it actually working for them?

One has to ask the question, why on earth did you type that into Google in the first place?

I'm guessing you weren't in the market for one?

From what I've seen you can throw just about any stupid product search query into Google and you'll get an ebay ad
It's probably working for them ...

Strangely enough, if you search for tampon - Google Search you still get the ad text retuned as 'Used Tampon' with the landing page a search result for 'tampons'.

Clearly there's some amiss with they keyword manipulation for these searches.

Nope, just dynamic keyword insertion.

Just seems a bit odd to bid on keywords that loosely, as well as the inconsistent ad variations across different regional versions of Google.

For instance

"Used Tampons" doesn't trigger ads on google.ie, but 'tampons' does tampons - Google Search

Google.com.au triggers ads for 'used tampons' but not 'tampons' - used tampons - Google Search

Kinda interesting the different strategies used in different locations.

Doesn't explain why they're specifically bidding on 'used tampons' which lands on a 'tampons' search on ebay

(bearing in mind, the nature of the search and it's usefulness)

Why would anyone want to buy tampons on eBay?

Surely it would be easier to get them from your local shop?
