Active content getting blocked

hey all, I have added a flash banner to my site but its getting blocked by IE6 "Internet Explorer has restricted this file from Active content" when the page opens. Works fine in Firefox, obviously I can't expect everyone to disable active content ... any ideas ?

Check internet settings.
also the antivirus (especially norton)

Cool, yea I have it disabled myself, I was just wondering do "surfers" in general have this enabled/disabled, i.e. I don't want less experienced users just seeing a white space and not knowing why ?

you'll be suprised how many does have it disabled.
The reason animated gifs are a better solution if possible.
