Over the last few months I keep on coming across "sites" that have been put together with only one thing in mind - maximising adsense revenue for the more expensive keywords.

Is this ethical?

I know it's against the Adsense TOS :)

Do ethics really matter?

No, it's not ethical. It hurts advertisers, other publishers, users and in fact everyone except the offending publisher. Fortunately, it's also against AdSense TOS. You can report them by clicking the "Ads by Gooooogle" link, clicking "Send Google your thoughts on the ads you just saw " and filling in a form; the ads generally vanish a few days afterwards :)

Have you got any proof that they act on those reports?

I've reported sites that were spamming the index as well, but I've never seen them take action ....

That's interesting.

I've come across quite a few posts on various forums advertising pre-made adsense sites, which is quite worrying.

I don't mind the adsense optimised templates, as I think they can be really beneficial to webmasters who are going to use them for original content or apply them to existing quality content.
