anniversary notification

i know this is a bit of tall order but i am not a mailing list software expert so maybe there's a system that could do it somehow. A client wants me to set up a newletter system with the following criteria

• 1 people have the option to fill in an anniversary and/or birthday field when registering ( this bit should be easy )

• 2 the system would then somehow alert my client to this upcoming birthday or anniversary and give then him the option to send a pre prepared email to the person in question with a special offer for their birthday/anniversary

( a bit like the way certain forums automatically send you a message on your birthday i suppose )

is there any way that i could do this
