buying legitimate tarketed lists

Anyone know where one can buy legitimate opt in targeted lists (pet niche)
I have seen a few services on-line but dont know where I should go

Depends on your budget and legal constraints, if you are emailing Irish people, you will fall under the Data Protection Act, best go to companies like Entertainment.ie, etc other groups that have email lists for "selected partners".

They may charge alot, but you are well covered.

My experience is that buying email lists is a waste of time and money. You are much better off building your own list of opt-in emails. Sorry - I know thats not what you want to hear, but it's what I've learnt
