Links display.

Hey
First of all i am a relative noob so i appologise in advance if this is a stupid question.

I am designing a site and I need a something that can show display links.
I want to create something similar to what is on the cracked.com homepage.

Its in the center where they have two tabs one for popular and one for greatest hits.

I was wondering is there a name for this If i had the name I could google it.

I am hoping to create one which i could put on the right hand side of all my pages which i could update from one place.

Thanks for reading, at the least i need the name.
