Premium Rate SMS Numbers..

Offtopic, but quite possible there are headz here with knowledge on this one.

Does anyone know how much it costs to secure a 5xxxxx premium rate sms number? Is it a fixed cost or based on volume?

Its an interactive sms info service I have in mind. Are there software solutions for dealing with incoming sms'es? ie. incoming sms'es make their way to a pc via a server and populate an 'inbox' ..allowing them to be responded to?

I tried to set one up a few years back, from what I remember they telecom provider demands a revenue split on all income, not sure if this has changed?
