Can I be Charged for Transferring a Domain

I'm currently trying to transfer a domain name from one hosting company to a new one but the old one is trying to charge me a fee to do this. Are they legally allowed to charge me a fee for unlocking the domain and giving me the transfer key? The domain is for a new client of mine who got her website off the current company last year. The domain is registered in the companies name instead of her name which I also find strange
